| 10250. PENNY STOCKS -- PROPOSED NEW SEC RULES. This paper provides an overview, analysis and assessment of a proposed new rule made by the securities and Exchange Commission which would change existing regulations governing transactions in so-called penny stocks. Following a summary overview of the agency's proposal, this analysis considers the problems addressed by the proposed changes (i.e., the rationale for the rule-making proposal); the major effects of the proposal in terms of how well it addresses the problems, who benefits from the proposed changes, and who would pay the costs for the changes; presents possible alternative solutions and/or suggested improvements to the agency's proposal; and makes a final recommendation on the existing proposal. 15 pages, 15 footnotes, 12 bibliographic sources. |
