13126. MANAGED CARE: IMPACT ON THE POOR. This report investigates the question of whether poor people - a group which has historically faced many disadvantages in the health care system - will be better off under managed care. Considers the growing dominance of managed care in both the private and public sectors, examines the poor's access to health care, and considers quality of care issues. Concludes that the growing dominance of managed care will reduce the poor's access to care and will increasingly pigeon-hole them within a second-class system of health care. 15 pages, 28 footnotes, 16 bibliographic sources.
