| 15699. COMMITTEES IN THE U.S. HOUSE OF REPRESENTATIVES. This paper examines the work and politics of committees in the 107th Congress through a case analysis of one bill's progress and sponsorship through an individual committee. Specifically, this paper traces the progress of H.R. 3090, the Economic Security and Recovery Bill, from its introduction on October 11, 2001 to its finalization as Public Law No. 107-147 on March 9, 2002. The analysis focuses on the goals, objectives, and strategies of the bill's sponsor, Ways and Means Committee Chairman Representative William (Bill) Thomas (R-CA). The analysis begins with a brief background discussion of the special challenges and opportunities in committee membership during the 107th Congress.
