15927. CRUZ BUSTAMANTE'S CAMPAIGN CONTRIBUTIONS IN THE 2003 GUBERNATORIAL RECALL ELECTION IN CALIFORNIA. This paper discusses how Bustamante, who ran against Arnold Schwarzenegger for Governor of California, used a loophole in the law to obtain campaign contributions in excess of the legal limit. It is argued that, although the ethics of Bustamante’s tactics can be questioned, the root of the problem is to be found in the inconsistencies of the state’s campaign financing laws. 11 pages; 33 footnotes; 10 bibliographic sources.
