| 17414. EMERGENCY ORGANIZATIONAL PLAN FOR A FIRE DEPARTMENT-BASED EMERGENCY SERVICES. This paper develops an organizational management plan for a fire department-based emergency services organization. It will be argued that emergency services organizational management effectiveness can best be maximized through the reliance on a teams-based approach and through organizing emergency response around an incident command system (ICS) framework. The analysis begins with an overview of the central role, functions and mission of the emergency services organization, discussed in terms of the four phases of comprehensive emergency management and applicable parallels in the traditional fire services framework. The teams-based and ICS framework of emergency services organization management is then discussed and analyzed. Requirements and factors related to management, the environment, planning skills, organizing skills, leadership skills, and controlling skills are discussed in the context of the mission and the organizational management plan.
