18531. A STANDBY ARMY FOR THE UNITED NATIONS. This paper addresses the 1992 proposal by UN Secretary General Boutros-Ghali to create a permanent peacemaking army consisting of troops loaned by the UN’s member nations. It is argued that Boutros-Ghali’s proposal had more advantages than disadvantages, particularly in terms of providing quick and flexible response to crisis situations. Nonetheless, the proposal was defeated because of the opposition of powerful members of the UN’s Security Council and the argument that a standby army would have a negative impact on state sovereignty.
