| 18753. THE KKK AS TERRORIST ORGANIZATION. This paper defines the KKK (Ku Klux Klan) as a terrorist organization and examines the U.S. policies that can be used to counter the threat posed by it. The paper discusses the roles of the Civil Rights Act of 1871, the FBI, the U.S. Government Interagency Domestic Terrorism Concept of Operations Plan (CONPLAN), the Department of Homeland Security, and the USA PATRIOT Act. It is argued that more needs to be done to counter the threat of the KKK and organizations like it that are involved in terroristic race-based hate crimes.
