03383. REDESIGNING CONGRESS. This argumentative essay makes the case that progress toward Legislative and executive responsibility and government efficiency could best be served by restructuring Congress. It is argued that Congress should be restructured following the British Parliamentary model, including the addition of a Prime Minister. Recommendations are made on changes to the role of the Senate and the President, as well as changes in term limits, redistricting and the seniority system.
