Student's critique of a program of the Food and Agriculture Org. of the UN, specifically a seminar held at the request of Pakistan in 1973 to judge its plans for implementing a national rural development program. Includes background on the FAO and its work, background of the Seminar and Pakistan's plans, critique of the work of the Seminar. The recommendations of the Seminar were not bad in the light of available knowledge, though they did tend to slide over major problems; but whole program was negated by coup d'etat of 1977.
