| 07494. THE FEDERAL FLOOD INSURANCE PROGRAM. Comprehensive and detailed study of the federal flood insurance program instituted in 1973, in theory and practice. Theory is simple: subsidized flood insurance, since private companies can't provide and previously the average taxpayer met the burden of disaster relief. Practice has been rather more difficult: HUD has overwhelming administrative tasks, property owners are confused and recalcitrant, floods can be larger than official definitions say they should be, USGS maps aren't detailed enough, mud slides can't be defined with legal precision, and sheer administrative confusion can foul up everyone.
