Considers the features, advantages and disadvantages to the proposed 27th amendment which is intended to modify the amendment procedure of the U.S. Constitution. Argues that such an amendment would be advantageous in that it would put the debate over a given amendment directly into the democratic process, rather than relegating it to state-level government.
