This paper discusses and analyzes the impact of the Woolf Report on British prison policy (and British prison conditions) over the eleven years since its publication. The paper begins with a brief overview of the events leading up to the commissioning of the Woolf Report and a discussion of the major recommendations for reform included in the report. Following this is an assessment of the impact of the Report, both in terms of its impact on government prison policy and in terms of its impact on prison conditions.
