17384. Organizational Change & the Fbi: Empowering the Field Offices. This paper recommends a new initiative to empower the field offices in the FBI as a way to address some of the ongoing problems in the Bureau=s counterterrorism and counterintelligence operations. The paper begins with a description of the problem and a discussion of how it would lend itself to improved and effective public management practices. The problem and the proposed initiative are considered in the context of Cohen and Eimicke=s (2002) theories on effective public management practices and Buckingham & Coffman=s (1999) four keys of successful management practices. The discussion and analysis of the proposed empowerment initiative shows how the initiative will: 1) address a current problem or dilemma now faced by the FBI; 2) be cost efficient; 3) be considered innovative by members of the organization; and 4) be favorably received by the public and other customers of the Bureau.
