17421. Working Towards a Definition of Terrorism. This paper provides an overview and analysis of the definition(s) of terrorism. The controversies, contradictions and inherent difficulties in defining terrorism and terrorists are discussed. The history and scope of terrorism and terrorist acts and its relevance to a consensus definition are considered. Various definitions of terrorism formulated by academicians, governments, and terrorism experts are presented and analyzed.
